This creates the company, its primary customer contact, the package snapshot, and starter records.

Step 1 will:Create the company with SETUP status.Create the primary customer contact and save the contact email.Copy the selected package entitlement snapshot.Run starter provisioning for allowed records.
Operational rules, services, teams, employees, channels, usage, and email tenancy are completed after the company exists.
